We must implement the "One Competition and Three Promotions" special action with greater efforts, put the pursuit of policy and financial support and the promotion of operations at the top of the agenda, make good use of the "three-level dispatch" and "three points and one talk" mechanisms, promote the early start, early completion and early operation of key projects, and form more effective and profitable investments. We must carefully cultivate an innovative ecosystem, make good use of innovation parks, high-standard factory buildings and other carriers, continue to attract and cultivate a group of leading enterprises with controllable power, specialized and new enterprises with core competitiveness, and future-oriented science and technology enterprises, and create a high-quality industrial space integrating production, manufacturing, and research and development.
